TMC Financing (TMC) is a non-profit 501(c)(4) organization dedicated to promoting economic development and job creation for small businesses across Arizona, California, Hawaii, Nevada, and Oregon.
Since its founding in 1981, TMC has facilitated over $16 billion in SBA 504 commercial real estate financing for more than 8,000 small businesses, resulting in the creation of over 63,000 jobs. Headquartered in Oakland, California, TMC is recognized as the #1 SBA 504 lender in the nation.
SBA 504 Loan Program
TMC Financing is a Certified Development Company (CDC) that works in partnership with the U.S. Small Business Administration (SBA) to help small business owners purchase, construct, or refinance commercial real estate via the SBA 504 Loan Program. The SBA 504 loan offers entrepreneurs long-term, fixed-rate financing for assets such as land, buildings, and equipment to help their business thrive.
Leadership
In 2025, Omar Salah was appointed President and Chief Executive Officer of TMC Financing. He brings extensive experience in small business banking and financial innovation, having held senior leadership roles at Comerica Bank and MUFG Union Bank. Under his leadership, TMC continues its mission to support small business growth through accessible and affordable financing.
Legacy
Barbara Morrison founded TMC Financing in 1981 to expand access to capital for small businesses through the SBA 504 Loan Program. She led the organization for over four decades, establishing TMC as a leading Certified Development Company (CDC) and contributing to long-term economic growth across the Western United States.
